Uncertainty occurs when the team involved knows what it wants to technically achieve but isn't sure of the exact steps needed to get there.

Resolving this uncertainty typically involves testing different approaches or trying out new ideas.

It’s also important that even for an experienced and competent technical person, finding solutions to the issues faced was not done easily or quickly.
